TİGEM canceled the tenders on the grounds that “there was no competitive environment” despite the fact that three of the four tenders received more offers than the determined price, and the lambs were slaughtered cheaper in the combine. According to the 2021 audit report of the Court of Accounts; Gözlü Agricultural Enterprise, affiliated to TİGEM, went out to tender to sell 9,750 lambs that it raised itself. The General Directorate of TİGEM determined an approximate price of 25 TL per kilogram of live weight of the lambs. In the first open tender, a price of 25.10 TL per kilogram was given for 8,800 lambs. However, TİGEM canceled the tender on the grounds that there was not enough competition.
The same tender was then repeated once by open method and twice by bargaining method. In both of these tenders, more than the price determined by TİGEM was given. However, TİGEM canceled these three tenders for the same reason.
TİGEM slaughtered 9,490 of the lambs that were put out to tender, in combination with a cheaper price. Meanwhile, some of the lambs died. The Court of Accounts determined that the institution suffered a loss of at least 3 million 227 thousand liras when shipping and feeding expenses were added.
EXPENSE MADE AGAINST LEGISLATION IN GUESTHOUSES AND BUSINESSES
The auditors of the Court of Accounts also determined that there were income losses due to free accommodation in the TİGEM General Directorate and the guesthouses and resting facilities operating in the enterprises, and the expenses were covered from the institution’s budget. In the report, it was emphasized that while guesthouses and education and recreation facilities earned a total of 2 million 137 thousand 456 TL in 2021, 15 million 326 thousand 425 TL was spent, and 13 million 188 thousand 969 TL was met from the budget. It was stated that the amount of expenditure covered by the budget in the last 5 years, contrary to the legislation, was 46 million 253 thousand 905 TL.
DEMANDED WHEAT WAS NOT PRODUCED
In the report, it was noted that although TİGEM supplies nearly a quarter of the certified wheat seeds sold throughout the country, a wheat variety that appeals to the producers and is in demand is not produced in the Central and Central Anatolia and Thrace regions, which are considered the country’s grain storage.
ANIMALS DIED DUE TO THE DISEASE
In the ‘Findings and Suggestions’ section of the report, there was a determination that animal diseases and the number of animals that perished due to these diseases were high in TİGEM. According to the report, TİGEM’s net loss in 2021 is 116 million 570 thousand 607 TL.
